BELLA FIXES INFRASTRUCTURE BUGS

Can she fix it? Yes she can! Bella the Builder has fixed two bugs in infrastructure builds - one of which was providing POs a sneaky way to increase their population to astronomically high levels.

The first bug was in insulation builds. As the Idiot's Guide says, "Up to five insulation builds can be carried out as long as you have at least one coal power build. Further points can be built after oil power becomes available." Well, oil power is an industrial level build, available since the new promotion went in, so the new Moguls swiftly built an oil power refinery and then tried to increase their insulation builds beyond the five previous permitted. Only to find that it didn't work.

Bella has now fixed that bug, so that Moguls who have got oil power can build more insulation builds, to increase the efficiency of energy-intensive industries up to a maximum of 10%.

The other bug concerned hospitals. On these, the guide says, "Hospitals add 1% to the working population for each build, up to a maximum of 5%." This was meant to be one of those builds where you could build as many as you like, but only the first five would have an effect - but some enterprising players discovered that in fact, the population increase was applied for all your hospitals, not just the first five, so there was a big benefit in building extras.

Bella has fixed this one, too, so now some planets have a bunch of useless hospitals on them. Although I guess they still count towards the number of builds completed, which is important for promotions.
