SHUFFLE OFF TO BUFFALO

Introducing a new command, or rather re-introducing an old command that classic Fed players remember fondly: 'SHUFFLE'. This takes everything in your warehouse and moves it around, rearranging it in the lower numbered bays, making it a lot easier to see how full the warehouse is.
It only works on warehouses for now, so only Merchants can take advantage of it - the more highly trained workers in depots have a union agreement that they cannot be forced to undertake such menial work, although ongoing negotiations should lead to a breakthrough soon that will extend the command to higher ranks in the future.
