SET CARTEL fee|bonus
Sets the joining fee or signing up bonus for POs that join a cartel.
Usage: SET CARTEL fee|bonus megagroats
Parameters: 'fee|bonus' lets you specify whether you are charging a fee, or paying a bonus.
'megagroats' is the amount, in megs, for the fee or bonus.
Example: set cartel fee 10
set cartel bonus 20
Restrictions: There is a limit of 100 meg on a fee or bonus.
