BUILD CITY
Builds a Blish City in your cartel.
Usage: BUILD CITY cityname
Parameters: 'cityname' is what you want to call the city.
Example: build city Nutbush City
Once the basic city has been built, you can increase the size by doing a further build.
Usage: BUILD CITY
When the city has reached your required size you fit it out.
Usage: BUILD CITY level
Parameters: 'level' is the economic level you want the city to operate at, either agri, resource, ind, tech or leisure.
Restrictions: Plutocrats only. Your cartel must have a graving dock.
